Import beauty and personal care products from China

Whether cosmetic packaging, beauty tools, brushes and applicators, or fully formulated private-label care products, we source beauty and personal care items from vetted Chinese manufacturers and secure EU compliance.

What we source

We source two broad product groups. First, beauty hardware: makeup brushes, sponges, applicators, hair and beard brushes, manicure sets, facial rollers, LED tools, and electrical devices such as facial cleansing brushes. Second, primary packaging: airless dispensers, jars, pump bottles, tubes, roll-ons and droppers.

In addition, we broker contract manufacturing for fully formulated private-label products, such as creams, serums, shower gels, shampoos, lip care and masks. Guangzhou is the centre for cosmetic formulation and packaging, Shantou and Yiwu are strong in tools and accessories, and Shenzhen supplies electrical beauty devices.

What matters most

Finished cosmetic products are governed in the EU by Regulation (EC) No 1223/2009. That means a safety report (CPSR), an EU-based responsible person, a CPNP notification before placing on the market, and a complete Product Information File. INCI labelling, batch number, durability and warnings must appear correctly on the packaging.

Prohibited and restricted substances are a central risk. We insist on compliant formulations, request raw-material and preservative evidence, and arrange microbiological and heavy-metal testing where needed. Packaging in contact with the product is checked for material compatibility; tools without an active ingredient fall under REACH and GPSR.

Non-formulated beauty tools are not cosmetics but are subject to product safety: REACH compliance of plastics and metals, low-nickel contact parts, and for electrical devices CE, EMC and the low-voltage requirements. We clarify this distinction at the start of the project.

How we source

We first define whether you need hardware, packaging or a finished formulation, and select specialised manufacturers accordingly. For formulations we align texture, fragrance, actives and claims and have lab samples made; for packaging we check compatibility, leak-tightness and finishing such as printing or hot stamping.

Before the production run we collect certificates and test reports and align documentation for EU compliance. During and after production we run AQL inspections, including fill level, leak-tightness, print quality and functional testing of tools, and arrange freight, customs clearance and delivery.

Common questions

Can you import finished cosmetics without EU approval?
Cosmetic products must be notified through the CPNP under Regulation (EC) No 1223/2009 before being placed on the EU market and must have a safety report and an EU-based responsible person. We source the goods and support the documentation, but formal responsibility rests with the designated responsible person.
What is the difference between beauty tools and cosmetics in sourcing?
Tools such as brushes or rollers contain no active ingredient and fall under general product safety with REACH and GPSR; electrical devices also under CE. Finished formulations are cosmetics and are subject to Regulation 1223/2009. We clarify this classification at the start of the project.
At what volume does private-label cosmetics make sense?
For formulated products, minimums often start at 1,000 units per SKU, sometimes higher due to raw-material and filling batches. Plain packaging or tools are viable from around 500 to 3,000 units. We match manufacturers to your planned volume.
